Hands over the City

When deaths result from the collapse of a building in a poor district of Naples, the disaster becomes an issue in the municipal elections.... Rosi's camera moves between the courtrooms, the offices, and the bars where the fateful decisions were made, but the heart of the film is the respect he has for all humans.
